POST INCIDENT RESPONSE
What do you feel about the quality of post incident response and in the large number of cases handling evolving issues? There are many times, an incident, accident or flare up ends up becoming an evolving issue with no end in sight. If we come up with an hypothesis that if most of the incidents, accidents or disasters were handled well, we would have been a different country by now. Most of us would love to go by that hypothesis, as that’s the reality. Professionalism and expertise has to prevail and people having a demonstrated acumen of that particular issue are left to handle, with no useless motivated or vitiated interference.
The billion dollar question is whether there is an intention to handle it? How do the powers that be, view it? Does it fit into their scheme of things? If so, do they have the wherewithal to do it.? It is also to be ascertained, that it cannot be managed or resolved only with technical, professional and financial resources, it needs modern leadership with ownership being the first component. With all these efforts, rest may follow or not follow, without these we can only get into a descending limbo, a festering wound that would never get treated. We have any number and a large number of them do not throw any visible pattern on the face of it.
Do we see any patterns in the fire accidents albeit the man made ones, from the days of Uphaar fire tragedy to the two recent ones in Surat and Delhi? The patterns are very clear, the malaise is much deeper and systemic that it is made out to be. It is systemic, generic and suicidal. Having all the necessary ingredients simmering on a permanent basis, wherever the final trigger hits the smouldering accentuating factors, tragedies happen. We want to wish it off by booking few criminal cases and putting the kith and kin of the victims through a judicial ordeal, not even fit for the worst of enemies,
If this was not enough then what about the two recent hit and run cases of the rich and influential brats. The accident, cases, investigation and judicial trial is only one minor part of the story, the real story is the ecosystem which has been created to perpetuate it. It means big business to all stakeholders and immunity of not to act or act in a camouflaged vested manner. Ditto the same with the man made crowd mismanagement fiascos; the Hathras Baba story being the most recent and the suspensions that followed. Baba escaped from the crowd and also the clutches of law. The post-incident response of booking criminal cases, constituting enquiry committees, ordering a few half-baked suspensions, flamboyant lip service harsh statements, and forgetting all of it as soon as the heat is off, cannot take us anywhere.
