IS IT THE END OF THE ROAD FOR THE EXECUTIVE…
Is executive an enterprise to provide day to day utilities, small and big, to provide necessary approvals / licenses, to make the polices as mandated by the legislature, run welfare schemes, execute beneficiary cash transfers and run administrative machinery at scale? This is what it seems to have become. Executive is in simple terms is synonymous with governance. The executive mechanism needed to be provided in general could be termed as responsive good governance in the country and be the first responders in any type of crisis, whatsoever.
The executive is also tasked to resolve even the most intractable of the issues and then execute the solution. At all levels it is a demanding and time consuming job demanding highest levels of expertise, human touch and empathy. It was not designed to be a high end decorative and mechanical job mainly aimed at enjoying the official position and the perks associated with it. It comprises the political and permanent executive and has to work in tandem with each other to deliver. Together it is one administrative machine. The agenda can only be good governance aiming at amelioration of all that cuts down the worth of human existence and life. Vested or political agenda or both cannot be a running threat of the executive.
The way the executive has eroded its own vitals, is being experienced and conspicuously seen in the public domain narrative. The current flashpoint is the executive is the Kolkata medico rape and murder case. It epitomizes its total degeneration into a bystander, leave aside being in a position to defend, they are not even in position to utter a word. With the Supreme Court taking the case Suo motto, it is wide open for the country to see as to who is calling the executive shots. Executive failure is writ large at every stage of this case in a multidimensional way. Nothing is working their way, as they don’t have the expertise and courage to decide and deliver.
The defenseless executive; the police and the whole government cannot even look for cover. It is of their making. The governments and police today have become peacetime operators and that too in the most nefarious way. A government with huge democratic numbers should perform to that level, unfortunately, whatever might be the legislative strength and the stature of the leader, the people are left to their own fate and to fend for themselves. All that has gone into this shameful descent; every single persona, process and institution should hang its head in shame. The Supreme court of India proceedings and directions are what the government should have done on its own; resolve the issue and see to it that justice is meted out in time. Having done nothing, there was a battery of lawyers needed to defend those, who are duty bound to defend everyone else. What a sad plight!
ABDICATION OF EXECUTIVE RESPONSIBILITY WHILE ENJOYING THE PERKS OF POWER HAS BECOME THE TRADEMARK OF OUR DEMOCRACY.
