What is one quality of democratic institutions and organisations, distinct from any other form of government? The simple and clear cut answer is that they are not Black Box organisations. Black Box organisations are the antidote to transparent organisations. Most organisations are somewhere in the grey area. The health of a democracy and qualitative governance is dependent on how far the organisations are from the real Black Box. Going closer to Black Box means an unending battle for the people and they are still meeting a dead end. Why should they struggle anyway?

All these questions on Black Box organisations have cropped in the wake of the NEET 2024 exam scandal. And the organisation in question is the National Testing Agency, NTA. It is just a representative of the nature of organisations we have cropped up. It is also representative of the fact of the nature of responses these organisations put forth, in an event of them being caught off the backfoot. We are only talking about minefields they create, presumably out of inefficiency, incompetence, lack of effort, lack of highest quality supervision or ignorance.

Currently, we are not assigning any motives to their acts. It cannot be necessarily said that every organisation in every act has only truly official motives attached to it. Most information in the vast majority of cases indicates the contrary. In the instant case why the issue of grace marks was taken up, when that was not as per the rules published. Now that is known to the world, it should also be made known, as to which official decided upon it and how and how it was restricted to the numbers (1563) being talked about. When there were abnormally large numbers of toppers, a thorough check of the answer sheet and the process should have been done, any number of times. Was that done?

Was 14th June 2024 given as the result publication date without calculating the number of days required for valuation and validation, leaving no scope of any irregularity. So in a 40 days evaluation period inclusive of all checks, it is very difficult to believe that 10 days were superfluous? A very difficult proposition indeed. And when the results were declared post haste it was full of worms. Didn’t they not find any red herring, when they found out that 7 candidates from the same centre topped. Did they not even check their performance in the board exams? No details were forthcoming, it had to be extracted by court. They want the Court to decide to escape the general wrath. This is the standard plot of Black Box organisations. If NTA cannot set right its own muck, who will do it for them.
