Can criminal manners and legal ways synchronize by any chance? Can a synthesis of the two ever be functional? If thinking big and dreaming bigger is your democratic gameplan and you understand the inner wheeling dealings of this country, you will not be surprised. Otherwise, you would be in for a solid shock. That can be because of ignorance or not being able to comprehend what is happening right in front of your eyes and more often than not, with you. That is the level to which the populace has been numbed, it would be next to impossible to even make them think on these lines.
The adage is what is not caught is not illegal, however rampant it might be. So let’s start where it all starts in electoral politics and henceforth in governance. As you decide or someone else decides to field you in an election, you submit all details asked for assets & liabilities, criminal track record, if any, educational accomplishments et al. These are treated as dead records by the ECI but for some controversy here and there, it serves no purpose. In the same bargain, each candidate furnishes the details of expenditure in his electioneering and because of ECI inaction, one presumes that every candidate in the country remains within the limits of the prescribed ceiling of election expenditure. What a financially disciplined country?
Only if these two documents were cross referenced, cross checked with ground realities and some preliminary paper audit done, the criminal manners of the would be powerful could be exposed. Once through with the Election Commission of India, the details in these documents and the persons to whom it pertains gain legality. Legality to level which breaks the glass ceiling, you become fit enough to make laws having made your entry through, by trampling it, as there is no one who would take care of conspicuous aberrant behavior or mend the criminal manners of the political class, and in a way all those who can wield some power and influence in this country.
This is one of the copybook examples of how criminal manners get well established and the prevalent and well accepted legal ways do the needful. You will find it in every aspect of democratic existence. What about the government formation, at least where visible formations are made for purpose. Coming together is illegal for a variety of reasons inclusive of corruption, and the purpose and its impact on governance and indirectly our well being, the less said the better. How many of the elected representatives or government minions are with or working for or pooling resources in the civil society’s ongoing battle in Kolkata. This could well go down as W.Bengal’s mother of protests and rightly so. Mandated to work for the people, there could not have been a better opportunity for the elected representatives. True to their color, they found escape routes all over. Are those not criminal mannerisms, tacitly belittling the cause, for a variety of ulterior motives.
