Democratic governance is oriented towards his well being and all resources of the state, is to elevate not only his well being but also to provide the feel that he and he only presides over the democratic system. The government is mandated to rule as per people’s choice in the manner ideally suited to them.
The quality of interface of the citizen with the cutting edge level of governance is the touchstone of democratic governance. What is not measured is deemed not to have been done. A detailed matrix to measure the progress on citizen centric lines on a fixed periodicity will be the true reflection of the ongoing state directed economic and social change. This would supplement the Human Development Indices system presently in vogue taking it straight to the communities. Over a period of time, the data thus generated and analysed can become a potent planning tool truly connected to the ground realities of the day.
