LIFE BEYOND LAW, POLICY, DIRECTIVES & PRONOUNCEMENTS
How many of us would outright agree to the fact that life is way beyond the operations of law, policies, directives and pronouncements as it stands today? This has been been the case since the beginning of governance. This is a fix governments have been trying to decipher for donkeys number of years. If it were not be true, then conversely, most of us would have been satisfied with tangible, brick and mortar, non-reversible delivery as a combination of law, policies, directives and pronouncements. If it doesn’t happen again and again with the best of people leading the mechanism, there has to be a catch somewhere. Are we in a Catch 22 situation?
The Catch 22 is pretty simple to decipher for the experts who have both been the practitioner and had the capability to remained detached, while being in the system. Governance is all about an unison of heart, mind and conscience for a purpose, where only delivery and its sustainability, is the touchstone and is executed in a mercenary manner, with an expertise which can be anybody’s envy. How many of us can vouch for this? It all starts with the sanctity of purpose. The purpose can generally be two; either it can be to set right right something gone wrong or provide direction to economic and social growth. All others fall somewhere in the interregnum. The guiding principle is; can you visualise the scenario when the whole blueprint is implemented.
The implementation part is nowhere in anyone’s farthest dreams. The effort primarily by way of research, expert discussion / advice / feedback, ground realities, being data driven and utilitarian does not get reflected in most of these documents, which start showing deep cracks at the first dalliance with heat and dust of real life. The conscience part would be extremely difficult do discuss, as there is no data to prove the contrary. But going through the behavioural patterns of the people who make this happen, does not enthuse any confidence in it. And given a chance they would disown it or put the blame on others, who have been a part of the same consultative exercise.
With this reality as the backdrop, how does all this translate into realty? The combination of it all; laws, policies, directives and the pronouncements is the panacea for the masses. The expertise at delivery and will to deliver in extremely complex and difficult circumstances of today needs a missionary zeal. How much of it is there in us? The delivery mechanism also emanates from the same society. So the reality of the brick and mortar of real life is beyond the combination of the above. You have to battle it out for yourself. The succour is not coming out of this combination. The disconnect is visible everywhere.
CITIZEN IS AT THE CENTRE OF THE DEMOCRATIC SPACE. HE CAN BE THE ONLY THOUGHT.
