POLITICAL EXECUTIVE’S TIME
The executive of the country is divided between the political executive and the permanent executive. Permanent executive is the bureaucracy of the country. It has been called the steel frame, which keeps the administration of the country in a structure and process which can withstand any crisis and deliver effectively. The political executive is fully a creation of the electoral democratic process, gaining control over the levers of powers being the head or the members of the state or the union cabinet. The permanent executive being responsible to the people of the country calls the shots, which are to be then implemented. They are the government and the permanent bureaucracy caters to the functioning of the government.
The permanent executive has only one task to do, as a part of their work – in office or on field on a regular basis, fulfilling all the rules that have been laid down for them – created meticulously and adhered too in the same manner. That it is full time, is done thing. The political executive also become public servants by the same definition and they also have the same privileges depending on what their position he is in the political executive ladder. Whether the political executive positions require the same amount of time as the permanent executive? Might be more because the responsibilities are much onerous.
It requires more time, the strain of decision making and intense effort to understand new things and lead in those areas. Notwithstanding this, the political executive is living an official life bifurcated between the political and the executive. Where does he belong then? Officially, by position and power and finances being spent on him he is a full time executive. Political should not even come secondary, might be if he has free time, sometime, he can put this time and energy into his political commitments. But everybody would agree that it is the political that keeps playing on their minds all the time. Given the rumble and tumble of Indian politics, nobody knows how much of real energy and effort, he has left over for the executive but for a couple of mandatory tasks.
The election campaigning, the tons of other political activities and political functions mixed with official tours and programs have brought us to a situation that nobody even talks of Political Executive’s time fully dedicated to his executive functions. It is very difficult to fathom out the official from the political. The official time needs to get precedence over the political time and it should be neatly demarcated. All rules of official time need to be followed for all executive; political or permanent executives. This would be help the people in understanding the neutral avatar of the Political Executive. As the Political Executive he does have a political party, he is the government for one and all. Does it sound different from reality?
