The attack on the World Trade Center has been by far the most important event in the history of the modern world and more so because it forced the world to change its perception on the nature of organisation, the usage of technology, the responses, the consolidation of activities and spread of mechanisms  needed to thwart the ever growing terrorism the world over.
USA PATRIOT Act 2001, Uniting & Strengthening America by Providing Appropriate Tools Required to Intercept & Obstruct Terrorism of 2001, is the legal embodiment of this thought process.
The creation of Department of Homeland Security, DHS, has been a part of the same design, incorporating 22 agencies and thus successfully transitioning the biggest administrative integration of recent times.
The legal teeth and non-silo approach with DHS being provided with lots of structured functional interfaces and use of state of art technology has made it the most potent counter terror mechanism in the world.
