GOVERNANCE – AN ACADEMIC DISCIPLINE
Is there a need for Governance to emerge as a discipline from the shadows of Political Science, Public Administration & Law? Lack of this discipline seems to be impacting every country and every area governance. Governance is the creation and operations of the software that brings to life the political thought, democratic structures and cut and dry public administration mechanism, laid as per law. This area of codified study and research will provide the glue and the wherewithal for the whole system to perform effectively.
Management came out of nowhere, from the shadows of finance, Human Resource knowledge, psychology, planning etc to create a new body of knowledge to meet the growing urge to run business enterprises is a scientific, empirical and objective manner. Though most of this was known, the creation of a new body of knowledge as a discipline, revolutionised corporate governance, operations, productivity and efficiency. This discipline has done yeomen service to business enterprises globally.
In the very same manner Governance should be created as a new body of knowledge, a discipline, taking its essentials related disciplines. This body of knowledge will help guide and be of reference to the governmental machinery. The concept of responsive governance and good governance and tonnes of the other such terminology would have a very specific meaning and the components known thereof. The job descriptions and the exact charter of duties can be another area of research and clarity on requirements in the present scenario will be immense help.
The connect between governance mechanism and delivery can be neatly addressed. Newer areas and methods of governance / enforcement can be another areas for academic knowledge creation and research. Research and development in area of Governance is the key to elevation of mankind across nations. Governance discipline would given Human Development Index’s connect with govt. schemes, processes and funding and the direct connect of technology to Sustainable Development Goal’s delivery. This discipline has its requirements neatly cut out.
