Management started as a generic discipline with the intention to provide skills to run what Peter Drucker, father of modern management termed as managed institutions. Over the course of time the concept and practice of management became the sole preserve of the Business Schools catering primarily to established business enterprises. The whole knowledge and expertise of this field could not be diffused to other areas. Even the whole gamut of governance which is way more humungous, intense and impact making was brushed aside in some school of public policy and the like.
There is no denying the need for a series of schools of the type of Kennedy School of Government to cater to the ongoing needs of governance and push forward the successful practitioner – academician / research model. There has been lots of initiatives to bring skills closer to the changed scenario / requirements in the recent years. Policing as part of general governance has its own nuisances, complexities, stress & strains, skill set issues, timelines in delivery and a capability of deft handling of a multifarious stakeholder community, besides one of its kind communication skills to respond to the multi-mode media of the day.
Managing all these scientifically and objectively and also consolidating the learning on an institutional mode simultaneously conducting research, developing cases studies, connect the Indian Police to the world, providing strategist and futurist models in this exponential age with disrupting technologies challenging all established orders, social media being a case in point, can be professionally addressed only by a Police Management University. The details can be worked upon, the need undebatable.
Lots of policing tasks today have serious international dimensions, terrorism / money laundering / drug trade for that matter and lots of solutions can be the customisation of successful models abroad. It’s time to break the splendid isolation and join the global mainstream. Police Management University should be fully India centric, global in outlook and so also in stature, quality and output. It would be a worthwhile value add to the positive and proactive initiatives of recent times.
