POLICING THE POLICE

Policing the Police is an art form practiced by individuals & organisations across board in this country. Some are with huge good intentions to see a visible change. The goal being that feeling of pre-eminence of rule of law is practiced in lives, perceived, experienced & felt by all. Lots others jump in the fray with an axe to grind, sometimes making the legal actions more difficult to happen. The beauty lies in the details & the control systems which operate it.

The symptoms & the ailment has been well researched upon, in 9 reports of the National Police Commission between 1979 to 1981. The most recent initiative was to be the response to the Hon’ble Supreme Court’s judgement in 2006 in the Prakash Singh case. Some viable changes have happened, with few having desirable impact. Without getting into the reasons, the Policing of Police still remains a cherished goal. Policing of Police has two distinct trajectories; from inside or outside. The real solution lies somewhere in between.

The expertise of understanding Policing has permeated in the public domain to an extent of having most panelists discussions, electronic media & elsewhere coming generally from outside the domain. Their confidence can put you in utter amazement. Even better experts are on social media; the hub of the fantasy called free expression of thought. Unfortunately, the electronic media has most of discussions on crime related incidents. Mostly it is an extrapolation of individual crimes, fixing an image of Police not being policed.

The myriad of regulatory authorities have gotten added to Police the Police. The impact it has made, the citizens are better positioned to opine. The conventional legal mechanism; judiciary & age old control systems still deliver the best it can. The complimentary attitudinal change doesn’t seem to happen; of throwing you weight around by all & sundry. In the age of heightened public expectations & media outcry commensurate radical & robust changes need to happen to match it.
