TECHNOLOGY DEFICIT IN POLICING  – CHALLENGES POSED BY COMMUNICATION TECHNOLOGY

Communication technology has brought immense benefits to the world by completely transforming communication to real time and dynamic and with the data / information flow becoming *instantaneous*,it has brought in exponential change in all spheres of our existence;  banking, retail, stock market, social interaction to name a few. Technology is a double edged tool. The illegal elements are first adopters. Herein, lies the challenge.

The conventional system of communication allowed for *attribution, retrieval and verifying information.* Worthwhile interception was possible and it was a potent tool. The paradigm shift in communication added serious issues of encryption, being borderless and instant and mass communication. Big Data issues and have to be tackled differently.

Recent times have conclusively proved that we live in a digitally porous world. The generic challenges posed are:

• Encryption

• Cyber Terrorism

• Social Media and 

• Dark Net

Terrorists & hackers use innovative ways, tend to pose challenges to law enforcement, crime investigation, legal interception and to actionable intelligence collection, its analysis and usage. The gap is huge and from all standpoints is increasing has to be dealt at differential levels.

Legal enablement & procurement process should be aligned to procure best and secure products. Standards, uniformity, certification and audit is yet to be initiated. The technology deficit needs to be addressed in social media, cyber forensics, big data, OSINT and cyber threat intelligence and dark net monitoring. PPP model is the way ahead. Collaboration is the quintessential. Strategic planning and sustained funding ought is the key.

ONLY SYNTHESIS OF TECHNOLOGY & THE DOMAIN CAN YEILD RESULTS.
