NATIONAL HOMELAND SECURITY BLUEPRINT
The passage of the US PATRIOT ACT and subsequent creation of Department for Homeland Security, DHS, post 9/11 marks a tectonic shift in the response to terrorism, legally, administratively and operationally with a clear cut vision and the capability to deliver.
I discussed about its Indian avatar in a FICCI Conference on Homeland Security in Delhi in 2011 as the Technological Framework for Safe & Secure Cities in India. As DHS was gaining ground Homeland Security became the buzz word and endless conferences, seminars and workshops took place, with a workable solution yet to emerge.
The Technological Framework has six main verticals

Cyber Security / Legal Interception Systems
City Based Video Surveillance Systems
TETRA Radio Network
Geospatial Technology for Homeland Security &
ERP Solution, resultant Databases & Integration
Integration is the key. Starting from mega cities the system should ideally go national with the creation of National Homeland Security- Resource Base & Incident Support System (NHLS-RBISS).
The beginning of this grandiose plan set to have a transformational impact of Homeland Security scenario of the country is yet to be made. World’s best buildings were a blueprint one day. A blueprint is the first to crystallize our thoughts, it could take a large number of revisions, nonetheless, it has to start. Time seems to be running out.
